UN Women has been in Afghanistan for two decades. UN Women’s programming approach is informed by analysis of the political, economic and humanitarian situation, risks to and capacities of partner organizations, and needs of Afghan women and girls. UN Women Afghanistan currently has four key programme priorities: (1) Gender in Humanitarian Action, (2) Ending Violence Against Women, (3) Women’s Economic Empowerment, and (4) Women, Peace and Security (WPS).
Reporting to the Programme Manager, the Programme Specialist exercises overall responsibility for designing, implementing, and managing UN Women’s research and analysis within the WPS portfolio, ensuring smooth program and financial management of the projects. The Programme Specialist also works in close collaboration with the programme and operations team, UN Women HQ staff, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under portfolio. The Programme Specialist is expected to provide supervision to a program analyst and programme assistants, including technical consultants and suppliers working under the research and analysis portfolio.
Key Functions and Accountabilities
1- Design and develop research and analysis initiatives related to WPS and women’s rights/gender equality
2- Manage the program and financial management of the WPS programme with a special focus on research/analysis
3- Manage the monitoring and reporting of the programme/ project related to research/analysis
4- Manage the people and financial resources of the WPS programme related to research and analysis
5- Contribute to inter-agency coordination on gender equality and women’s rights to achieve coherence and alignment of UN Women programmes with other partners in the country
6- Manage advocacy, knowledge building and communication efforts
Supervisory/Managerial Responsibilities: The Programme Specialist leads a team of 4, which includes 3 direct reports (NOB & G7 & G5), as well as 1 affiliate personnel (National UNV).
