Background:
The OSCE Mission in Kosovo (the Mission) is providing support to the overall development of the youth framework, supporting government, youth organizations, and other youth actors in contributing to a more comprehensive legal, strategic and policy framework that addressed the diverse needs of young people.
Following the adoption of the new Law on Youth in August 2024, and its subsequent Administrative Instructions (AIs) on Voluntarism, Youth Work and Non-Formal Education, and Youth Centers, as well as the Regulation on the Central Youth Council (CYC) and Local Youth Councils (LYCs)), and in direct response to Ministry of Culture, Youth and Sport (MCYS) request, the Mission will continue its support in 2025 by focusing on strengthening the capacities of newly established youth structures.
In line with this, the Public Participation Section (PPS), through the Activity 2.2. “Supporting the youth framework” of the 2025 UBP “Enhancing skills, competences and capacities for inclusive and meaningful public participation”, will provide needed support by engaging a local consultant with legal background, professional experience on youth policy development and experience in capacity building.
Based on the guidance document and the comprehensive needs assessment, which will determine and map the capacity-building requirements of these youth structures, the local consultant will develop and implement a tailored capacity-building programme for the youth structures to enhance their skills and improve their organizational functions.
Objective of Assignment:
The OSCE Mission in Kosovo seeks to engage one local consultant with a sound professional experience in the youth sector, for implementing the established capacity building programme for up to 30 representatives of youth structures, youth CSOs, and MCYS.
Duration of Assignment:
The Consultant will be hired for 10 working days.

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
